June 6, 2008

The Shannon Board of County Commissioners met in regular session on June 6, 2008. Present Connie Whirlwind Horse, Lyla Hutchison, Deloris Hagman, Sue Ganje, Auditor and Julie Graham, Election Clerk. Absent Vanessa Roubideaux and Francis Pumpkin Seed.

The meeting was called to order at 11:00 a.m.

The agenda was reviewed for conflicts, in which none were found.

Motion by Hutchison, seconded by Hagman to approve a private road contract for Neil and Nadine Linehan in the amount of $75.00 for blading in the NE corner of Section 30, Township 37S, Range 45. With no further discussion and all voting yes, the motion carried.

Motion by Hagman, seconded by Hutchison to approve hiring of Polly Brown at the Shannon County Highway Department, effective May 27, 2008, at a starting wage of $12.00 per hour. With no further discussion and all voting yes, the motion carried.

Motion by Hagman, seconded by Hutchison to accept the 5/2/08 quotes from Westco at $3.399 per gallon of unleaded, $3.669 per gallon of #1 Red Diesel and $1.899 per gallon for Propane. With no further discussion and all voting yes, the motion carried.

Motion by Hagman, seconded by Hutchison to accept the 6/3/08 quote from Westco for $3.788 per gallon. With no further discussion and all voting yes, the motion carried.

The Sheriff's report was received and reviewed. As Sheriff Janis was unable to attend the Board contacted him by phone and put him on the speaker phone. The Board was pleased with the work that has been done since Janis was hired, and appreciated the detailed report. The Auditor commended Sheriff Janis and his workers, and Lynn Bettelyoun, Highway Superintendent and her whole Department for their assistance on Election night. The Board inquired whether the Sheriff had submitted a hair follicle sample for drug testing, as previously discussed. The Board asks that testing for himself and Deputies be taken so results can be on file with the States Attorney prior to the next Commission meeting.

Motion by Hagman, seconded by Hutchinson to set Deputy Sheriff wages at $10.00 per hour, and that deputies will be used only on an as needed basis. With no further discussion, the motion carried.

Motion by Hutchison, seconded by Hagman to appoint Marlin Garrett, Jeremy Blacksmith, Coby Janis and Brandon Yellow Hawk as part time Deputy Sheriffs, as needed. With no further discussion and all voting yes, the motion carried.

Joel Wendell, Director of Equalization met with the Board to present an abatement for Kenneth Morgan. Wendell provided information to support the request.

Motion by Hutchison, seconded by Hagman to approve the abatement for Kenneth Morgan for the years 1985 through 2007. Reason: Property should have been in trust as no patent was approved. With no further discussion and all voting yes, the motion carried.

Francis Pumpkin Seed present at this time, time being 12:27 p.m.

Motion by Hutchison, seconded by Hagman to change the July 4th, meeting date to July 3rd, 2008. With no further discussion and all voting yes, the motion carried.

Motion by Hagman, seconded by Hutchison to adjourn regular meeting, time being 12:43 p.m.

Whirlwind Horse called the meeting to order and the Board convened as the Canvassing Board for the June 3rd, 2008 Election, and the Oath was taken by Board members.

Motion by Hagman, seconded by Pumpkin Seed to approve the official canvass for the June 3rd, 2008 Primary Election. With no further discussion and all voting yes, the motion carried.

Motion by Hutchison, seconded by Hagman to adjourn, time being 1:33 p.m.
